The Maricopa County Recorder’s Office and Elections Department is home to 160 full time employees who record public documents, maintain the voter registration database, and administer elections for the county. Maricopa County is the fourth largest county and second largest voting jurisdiction in the United States (4.5 million residents; 2.6 million registered voters, 62% of Arizona). Stephen Richer took office in January, 2021. Prior to his election as Recorder, Stephen worked as a lawyer and business person. Stephen holds a JD and MA from The University of Chicago and a BA from Tulane University.
